Who We Are

We are an independent state agency that helps Massachusetts residents find health insurance coverage and avoid tax penalties.

• Commonwealth Choice offers many name-brand health insurance options, all of which carry our Seal of Approval.
• Commonwealth Care is low or no-cost health insurance for people who qualify.

Setting Standards Of Coverage

Most Massachusetts adults are required to have health insurance. We determine what that health insurance should cover to meet that requirement. We also issue Certificates of Exemption for people who have financial hardships that have prevented them from enrolling in health insurance.
